① LTE-SW5001 — Multi-PLMN Support MANDATORY

Tells the eNB to broadcast multiple operator PLMN IDs (up to 6) in SIB1 and route each UE's signaling to the right MME by the UE-selected PLMN. Without it, LTE MOCN does not work.

Optimization technique
Set plmn-index 0 = global eNB-ID PLMN (anchor); list order = priority; in MORAN mark the owner PLMN reserved-for-operator-use in the sharing carrier's cells so it stays visible for ANR but bars foreign UEs.

② LTE-SW5002 — Flexible Radio Resource Configuration PRB SHARING

Splits PRBs between operators per a sharing model (4 models, 1% granularity, up to 6 operators). MinDRR is the guaranteed floor, MaxDRR the cap; the common pool = 100 − Σ(MaxDRR). License-controlled from SLR4.5+.

Counters / KPIs
PRB usage per PLMN (Used ÷ Total, target ≤ MaxDRR%) and common pool usage. Sustained 100% on a PLMN → portion-starved.
Optimization technique
Pick the model by traffic (Partial 40/40/20 is the production default); keep ~10% common; Σ(MaxDRR) ≤ 100 (Strict = 100, applied to all at once). Set MaxDRR to SLA, MinDRR to the floor.

③ LTE-SW5004 — Frequency Relocation Handover MOBILITY

Supports inter-PLMN handover and frequency relocation when a shared eNB hosts operators with different carrier configs — including Owner-PLMN ⟷ Sharing-PLMN moves in MORAN. Leans on SW5001 for the PLMN framework and ANR for cross-operator neighbour discovery.

Optimization technique
Give each PLMN its own frequency priority so its UEs relocate to that operator's carrier; ensure the owner PLMN is broadcast in the sharing carrier so ANR can build the cross-operator NRT.

Optimization technique
Size each operator's caps to cell capacity × MaxDRR; if a PLMN blocks new UEs while the cell is under-loaded, either raise its MaxDRR or move to Adaptive Sharing so it can borrow the common pool.
