The 4 LTE MOCN Features — in full
Each feature, end to end: how it works (wired), the exact managed-object parameters, the counters/KPIs, the optimization technique, and the solutions to its common faults. Every value is verbatim from the Samsung 4G LTE MOCN Implementation Guide.
Tells the eNB to broadcast multiple operator PLMN IDs (up to 6) in SIB1 and route each UE's signaling to the right MME by the UE-selected PLMN. Without it, LTE MOCN does not work.
UE reads SIB1 → selects PLMN → eNB routes S1 to that MMES1-flex

Samsung verbatim: "no specific counters or KPIs". Monitor via derived RRC-Setup / registration success filtered by selectedPLMN.
Optimization technique
Set plmn-index 0 = global eNB-ID PLMN (anchor); list order = priority; in MORAN mark the owner PLMN reserved-for-operator-use in the sharing carrier's cells so it stays visible for ANR but bars foreign UEs.

② LTE-SW5002 — Flexible Radio Resource Configuration PRB SHARING
Splits PRBs between operators per a sharing model (4 models, 1% granularity, up to 6 operators). MinDRR is the guaranteed floor, MaxDRR the cap; the common pool = 100 − Σ(MaxDRR). License-controlled from SLR4.5+.

Counters / KPIs
PRB usage per PLMN (Used ÷ Total, target ≤ MaxDRR%) and common pool usage. Sustained 100% on a PLMN → portion-starved.
Optimization technique
Pick the model by traffic (Partial 40/40/20 is the production default); keep ~10% common; Σ(MaxDRR) ≤ 100 (Strict = 100, applied to all at once). Set MaxDRR to SLA, MinDRR to the floor.

③ LTE-SW5004 — Frequency Relocation Handover MOBILITY
Supports inter-PLMN handover and frequency relocation when a shared eNB hosts operators with different carrier configs — including Owner-PLMN ⟷ Sharing-PLMN moves in MORAN. Leans on SW5001 for the PLMN framework and ANR for cross-operator neighbour discovery.

Inter-PLMN HO Success Rate (success ÷ attempts, target ≥ 99 %), per PLMN.
Optimization technique
Give each PLMN its own frequency priority so its UEs relocate to that operator's carrier; ensure the owner PLMN is broadcast in the sharing carrier so ANR can build the cross-operator NRT.
Enables per-operator feature activation, most importantly per-PLMN Call Admission Control — each operator gets its own UE / bearer / PRB caps, scaled by its share. Requires SW5002 enabled first.

Counters / KPIs
Active UE / bearer per PLMN (target ≤ cell × MaxDRR). CAC blocking while total usage is low = a per-PLMN cap hit.
Optimization technique
Size each operator's caps to cell capacity × MaxDRR; if a PLMN blocks new UEs while the cell is under-loaded, either raise its MaxDRR or move to Adaptive Sharing so it can borrow the common pool.
